If your phil maid to apply to renew the contract on her own, you only need to pay the fee to Phil Consulate and Immi Dept, total a few hundred (not exceeding $1k) and around 2-3 weeks' time.
The maid needs to go to Phil Consulate (x2 times) and Immi Dept (x2 times) for document submission and taken back. It is not difficult and my maid handles all by herself. Phil Consulate also opens on Sun and she can go there on her holiday.
For airticket, you may go to Cebu website to check whether there are promotion tickets. Some promotion tickets can be less than $1000. But the bad points are non-changeable and non-refundable and the limit for lugguge is only 15 kg, whereas Cathay can extend to 30kg and Philppines airlines can extend from 20kg to 25 kg.
I bought one ticket for my maid from ticket agent, cost around $2000 including tax (open 30 days) in Dec 2010 (christmas peak seasons). If you bought airticket for open 14 days and low season can be much cheaper.
