Not value licence.. It is Volume Licence (abbr. VLK), which is one licence for multiple copies, for corporate users only.

You can always installed to more than one PC, illegally of course. And legally, if the version you bought is a retail version (not OEM), and you buy a new computer, you can install to the new one provided that you dumped the old one and transfer your licence from the old one to the new one.

Thus, there is no such thing as volume license for home users ?
Then i wonder if there is such thing as student license as well ?

volume license is only for corp users, so the price is much higher than single license. I only heard student license of Office, but never for WindowXP itself.

Legally you need to buy new license for each OEM PCs.

1. As volume licence is for corporate users, it is for XP Professional only. No volume licence is available for XP Home or XP MCE.

2. What will happen if you install the same copy of XP on more than one PC depends on the number of PCs you have installed. If just one or few, you may still be able to activate the windows and get updates. But when the number of PC installed with the same CD-key has reached a threshold (I don't know how many), Microsoft will detect the copy (via the CD-key) is being abused and will deny activation or even block those activated copies from obtaining updates via WGA. If your copy is not activated, it will stop functioning after 30 days.

3. If your version is OEM, you are not permitted to transfer the copy to another PC by the terms, but technically speaking you are able to install it on another PC, only that you need activation from Microsoft.

4. Every time you install a retail copy from scratch, you need to activate it again (not register) with Microsoft, regardless whether it is the same PC or not.

before your explanation, i just think Microsoft do disallow the windows activation for more than one PC installation.
