Why do we employers want to pay the helper $$ instead of buying the return ticket?
The original purpose is to make sure the helpers are provided with return ticket to go back home. And now, some helpers kept on changing employers and asked for $$ or refund for the air ticket. If they are not going back home, they encash.
My friend just terminated a non-performing Yan Yan. She bought her a one way ticket to her home which was some $2000+. This Yan Yan asked the travel company for refund. Even worst, the so called agent called my friend and asked for money - she said the Yan Yan had the right to take money instead of ticket. My friend, of course, insisted not as she bought the ticket already (can change the date one time) and what was written on the contract was to provide return ticket.
I wanted to point out that many agents worked for the benefits of helpers and would mislead the employers.
You may get the quotes from a few travel agents and agree with her the amount. If you want to place safe, you can keep copies of the quote from travel agent and have her signed on the letter stating the agreed amount.
The amont should be what you need to pay when she chooses to fly back home. If you want to pay less, it is up to your negotiation and may put yourself in risk in the future.
I would rather buy her the return ticket when she goes back for holiday or your helper does not want to go back before expiry of next contract.

search for the quotation from several agents or airlines at a fixed date, say the end date of the contract
then print out the quotation
give it to the maid with the designated amount of cheque
make a siged receipt
for sure, copies must be kept by employer
my practice
for terminated maid, follow the law to give a return ticket & no money involvement
for contract renewal, could consider give money instead of returning home so as to avoid "buy one get one free"
