I didn't know all the details about my friend. Neither I knew if the school did have a wait list.
But I do know some schools do have a waitlist, this is not a secret, but according to previous replies here, schools have the option to ask EDB to draw a list of candidates or the school will do it on their own. So my guess is (only my guess), that's how some ppl, as you have been hearing, that they got admitted in Phase by discretion. There were cases happened here which mentioned the school did call the parents, and told them your daughter was on waitlist and asked if she wants to come for registration. That's how ppl know there are such waiting list exit.
So my view is if it is genuinely true that the school is allowed to have the option to either ask EDB to draw again or do the wait list on their own, then there's nothing wrong if the school exercises certain power to select students given that all those students have the same points (20/25). This is the same as after phase 2. Schools are allowed to choose students after lucky draw if places are left unregistered. Right?
